Important Updates for the LNASP

Dear Libyan Students in North America,

The purpose of this message is to provide you with key updates and reminders concerning your scholarship program. Please refer to the headlines listed below:

March-June MLA

March-June MLA is expected to be processed without any delays. 

PhD. Extension Request (Discontinued)

Please note the Ministry is no longer accepting PhD. Extension Requests, as the PhD. period of study has been set at 72 months with no additional extensions beyond that period. Self-funded students receive a maximum of 36 months of scholarship funding. Students approved for a Masters to PHD extension receive 60 months of scholarship funding.

Extension Requests for Master’s and Undergraduate Students

CBIE recommends that Master’s and Undergraduate students seeking an extension beyond the official end date of their study period should submit their requests 6 months prior to their official scholarship end date.

CBIE would also like to take this opportunity to remind students that during the extension period MLA cannot be paid until a decree is issued, a Tafweedat list is sent to CBIE, and the funds are received. Please follow the instructions listed below if you seek to submit an extension request:

• Click on the link provided here to access the Extension Request fillable form and follow the instructions as indicated.

• Once you have all the necessary information filled out, please send it alongside any supplementary documents to your Academic Manager by email.

• Your Academic Manager will then evaluate your request based on the criteria set by CBIE and the Ministry of Higher Education

• If approved, the Academic Manager will then forward the request to the Ministry and will keep a copy of the request on file to ensure subsequent follow–up on the request.

Bonus MLA Policy Update

Based on Article (23), Chapter Six: Financial Transaction for Scholars of the Ministry’s Scholarship Rules and Regulations (copy of document on our website) regular students are eligible for a bonus MLA upon completing study plan requirements within their scholarship period. Self-funded students are not entitled to bonus MLA. 

Further to this policy, please note that, effective immediately, bonus MLAs will be processed only to students who graduate in less than their original scholarship period, i.e. within 35 months for the Master’s students, 47 months for the Bachelor’s students, and within 71 months for the PhD Students. We will no longer be providing bonus MLAs to students who received their full scholarship entitlement. 

2014 MLA Discrepancies

CBIE has sent an official letter to the Ministry on January 17th, 2014 providing a detailed list of the various discrepancies in the scholarship dates. Our liaisons in Tripoli continue to follow up with the scholarship department and offer any additional information that they require.

Insurance – March 2014

Please be advised that insurance coverage is ongoing in both Canada and the United States. CBIE has not received the 2014 and most of 2013 insurance funds from the Ministry. We continue to follow up with the financial department (Tafweedat) and offer any additional documents and financial invoices they request to expedite the money transfer process. CBIE will keep you apprised of any funding updates related to the insurance funds.

Mid Period Travel Budget Request

At this time, CBIE is unable to issue mid-period tickets to students, including those who may have been included on budget lists prior to April 2013. To clarify, CBIE has sent an official request to the Scholarship Department requesting new funds for all students whose mid-period is prior to August 2014 and who have not yet used their allocated ticket. We will continue to take the necessary steps to expedite the process of transferring the funds prior to the summer travel season.

Dependent Study

In August 7, 2013, CBIE submitted a budget request to the Ministry for Dependent Study. The Ministry then authorized CBIE to issue Financial Support Letters to continuing dependents for the Fall 2013 session while arrangements were made to transfer the tuition funds to CBIE.

However, a comprehensive dependent tuition budget was never transferred to CBIE. For this reason, CBIE was unable to issue Financial Support Letters to Dependents for the Winter/Spring 2014 session. The only exceptions are for those dependents who meet the following three conditions:

•Receipt of an official individual decree with current/valid dates from the Ministry authorizing the period of study for the dependent and listing the scholarship benefits he/she is entitled to

• Receipt of a Tafweedat list authorizing the financial scholarship entitlement of the dependent

• Receipt of the funds for the specific Tafweedat funds by CBIE financial department

If all three conditions are not met, then CBIE is unable to issue FS letters to dependents who want to pursue ESL or Academic studies. Furthermore, please note that the tuition funds that are received are to be applied first to the Fall 2013 session, after which any remaining funds will be applied to the Winter/Spring 2014 session for eligible dependents, not to exceed the amount received from the Ministry.

Dependents who would like to request new or additional tuition funding should complete the Dependent Request Form.

Passport Renewal Procedures

The Libyan Embassies in Canada/US have confirmed that they will renew passports for students for an additional period of one year (with some exceptions). In Canada, the Libyan Embassy sent a message to all Libyans living in Canada to confirm the renewal policy and included a link to the website-- here. (Link is in Arabic)


At this time, we are asking students studying in Canada with a passport issued prior to 2006 to send us an e-mail with a copy of the passport page indicating the date of issuance. Please e-mail: libya@cbie.ca with the Passport Renewal and your name and student # in the Subject line.

Contacting your Academic Manager

When contacting your Academic Manager, please be advised of the following:

• If you would like to request an appointment by phone or in person (for students in Canada), you are required to send an email first confirming your intention to meet. Once the email is sent then please allow up to five business days for a response.

• For general inquiries, please allow a window of 3-5 business days.


Students with Yahoo E-mail Accounts

We are experiencing problems reaching students with Yahoo email accounts. These students are encouraged to provide their Academic Managers an alternative email account.
