Important Update for Libyan Students in North America regarding
the Fourth Quarter MLA Budget

Dear Libyan Students in North America,

Each quarter, the Ministry of Higher Education and Scientific Research  sends CBIE a list of students for whom the quarterly MLA has been approved and transferred. Upon receipt of that quarterly list and the associated funds, CBIE is then able to process payments to all eligible students. CBIE wishes to inform you that we have not yet received the 4th Quarter MLA List or the associated funds for October, November, and December 2013.

This means we expect there to be some delay in issuing the October MLA. We have been assured by the Scholarship Department at the Ministry of Education that they are working diligently to finalize the list as soon as possible. CBIE will continue to update students as more information becomes available regarding the timelines or once we receive the 4th Quarter List.

Further to CBIE update to students who were not on the Quarter 2 & 3 lists, the Ministry’s Special Committee is still reviewing the 486 student discrepancies in the U.S. and 120 student discrepancies in Canada. There are approximately 376 pending cases in the U.S., and 80 in Canada for Quarter 3; and 70 pending cases in the U.S. and 33 in Canada for Quarter 2.

As has been reported, the Ministry has recently sent lists of students eligible for Quarter 3 payments, and the concerned students have been paid. If you have not received a payment or been informed accordingly, your name was not included on these lists. Also, CBIE has submitted to the Ministry reports for students the Ministry had inquired about. We anticipate a decision on these cases in the coming weeks.

The Ministry and CBIE fully understand the difficult situation that students are facing, and we are working to resolve the remaining discrepancies. As new lists become available, Academic Managers will update you accordingly.
