Dear Libyan Students in North America,

We regret to inform you that your name was not included on the Ministry's Quarter 3, 2014 Monthly Living Allowance (MLA) List, which means unfortunately CBIE will not be able to process any Quarter 3 scholarship payments to you at this time, nor are we currently able to process any back-payments that may be owed to you.

We have included below a Frequently Asked Questions (FAQs) section to answer some of the common questions you may have about your current scholarship funding.



Q: Why is my name not on the  Quarter 3 MLA List?

A:  The following are some reasons that students’ names might not appear on the Q3 list:
  • Students who froze their scholarship during a period of time prior to April 2013 resulted in a discrepancy between the CBIE scholarship end date and the Ministry’s scholarship end date.
  • Students who were recently approved for Master’s to PhD/Specialized where the Ministry has issued decree but has not transferred the funds yet.
  • In some cases, there is no clear reason why a student is missing from the list – your dates may still be valid with the Ministry and with CBIE, yet your name is not on the Quarter 3 list for reasons that we do not understand.
It should be noted that there are a total of 299 students in the US affected by discrepancies. A report has been submitted to the Ministry by CBIE in an effort to ensure that eligible students are included on the Q4-2014 MLA budget list.

Q: What steps has CBIE taken to address the Quarter 3 MLA discrepancies?

A:  On Tuesday, August 19th, CBIE submitted a report to the Ministry listing all of the discrepancy cases by name. The reported included sub-categories for the discrepancies, such as “original scholarship still valid,” or “freeze/adjustment of dates,” for example, to assist the Ministry in reconciling the Quarter 3 and upcoming Quarter 4 lists. (A similar report was submitted for Quarter 1 and Quarter 2 discrepancies.)

Q: Is the Ministry of Higher Education and Scientific Research (MOHESR)  operational at this point in time?

A: Although the Scholarship Department is officially closed due to the current unstable situation in Libya, CBIE has maintained direct contact with senior MOHESR officials, who recently formed a Special Committee to discuss major pending issues impacting Libyan students in North America, including the Quarter 3 discrepancy cases.

The Ministry is fully aware of the discrepancy cases and is committed to taking the necessary measures to ensure that the next quarterly list that they issue is as accurate as possible.

Q: When can I expect CBIE to transfer my Quarter 3 MLA funds to my bank account? 

A:  CBIE is closely tracking students who have been affected by discrepancies. Over the past six months, we have cleared all 2013 discrepancy MLA payments as well as Quarter 1-2014 discrepancy payments. We are hopeful that we will be in a position to issue Quarter 2 and Quarter 3 discrepancy payments over the coming months, pending agreement with the Ministry and successful transfer of additional budgets to CBIE. Both CBIE and the Ministry understand the urgency, and we are doing all we can to expedite a solution.
