Libyan-North American Scholarship
Update on Quarter 4 MLA
United States

November 12th, 2014

Dear Libyan Students in the United States,

CBIE is pleased to confirm receipt of the transfer of the Quarter 4 MLA budget from the Ministry of Higher Education and Scientific Research on behalf of the Libyan students in the United States.

CBIE is currently processing the October and November MLAs for eligible students, and we anticipate that funds will be in the accounts by end of this week or early next week. The timeline of receiving the funds in your bank accounts will be contingent on the processing time of your financial institution. In addition, the December MLA will be processed on schedule.

It should be noted that the Quarter 4 list prepared by the Ministry is identical to the Quarter 3 list, with an exception of those students whose Ministry dates have expired prior to Oct 1, 2014. These students have been removed from the Quarter 4 list.

Eligible students who are not listed on the Quarter 4 MLA list should note that CBIE is currently waiting to receive an additional transfer from the Ministry which will include Quarter 4 MLA adjustments. Upon receipt of the Quarter 4 MLA adjustments list and funds, CBIE will contact affected students and release the funds.

Regarding the tuition budget for the 2014-2015 academic year, we would also like to take this opportunity to inform you that CBIE has not yet received the budget; however, we are in close communication with the Scholarship Department in Libya and have been assured that the budget process is in progress.

In the meantime, while we are not in a position to pay outstanding invoices until the funds are received, please note that CBIE is continuing to review the Fall 2014 tuition invoices and to communicate with institutions to alleviate their concerns regarding delays in payment.

We thank the Libyan Embassy in Washington as well as the Libyan Central Bank and the Ministry of Higher Education for their continued support in ensuring scholarship funds are processed and transferred during these challenging times.

Sincerely,

The Libyan-North American Scholarship Program
