Dear Libyan Students in North America,

CBIE would like to take this opportunity to wish you well and congratulate you on starting your studies in the 2014 Fall semester. We hope that you will continue to achieve success in your studies and reach your academic milestones and objectives.

Please be advised that, as of this date, CBIE has not received the Quarter 4 Monthly Living Allowance (MLA) lists and funds from the Ministry of Higher Education and Scientific Research (MOHESR). CBIE's liaison in Tripoli is following up with senior Ministry officials to ensure that all information required to finalize the Quarter 4 lists are provided. While we anticipate a delay in receiving the funds, we will inform students accordingly as soon as we have additional news to share.

Regarding the October health insurance, eligible students who currently have insurance will continue to have uninterrupted health coverage through the end of October while CBIE continues to follow-up with the Ministry regarding the transfer of the outstanding insurance budget funds for the April 2014-August 2014 period.

Furthermore, CBIE continues to follow-up with the Ministry on behalf of students whose funds have not been transferred through previous quarter budgets. We hope to be in a position to reconcile these discrepancy payments upon receipt of outstanding budget transfers in the future.

CBIE would like to thank Dr. AlSalabi and all of the staff members at the Ministry for their diligent work and continued efforts during the past few months. In addition, we would like to thank the Libyan embassies in Washington, D.C. and Ottawa for their continued support and cooperation on issues directly impacting the Libyan-North American Scholarship Program.
