Drug / Alcohol Clearinghouse Problems


FMCSA’s CDL Drug and Alcohol Clearinghouse became operational yesterday. Due to capacity issues, many Clearinghouse users trying to register, query, upload, or find information experienced error messages. FMCSA is working to resolve the capacity issues as quickly as possible.

 

However, in the meantime, below is the specific language that FMCSA will be posting and disseminating regarding the hiring process while users are unable to access the Clearinghouse.

 

Notice:   The clearinghouse is currently experiencing some intermittent technical issues.  If you are an employer currently experiencing technical difficulties accessing the Clearinghouse and are unable to conduct required pre-employment queries, you may hire a driver using solely the procedures set forth in 49 CFR 391.23(e). Once FMCSA has determined and announced that users are able to access the Clearinghouse, pre-employment queries must also be conducted as required by section 382.701(a).

The federal Drug and Alcohol Clearinghouse is finally rolling out in January 2020. This electronic database that will track commercial driver’s license holders who have tested positive for prohibited drug or alcohol use, as well as refusals to take required drug tests, and other drug and alcohol violations. Start of 2020 UCR Registration Period Remains Delayed
Board to Review Enforcement Delay at Jan. 28 Meeting

(January 2, 2020) – As the new year begins, the start of the registration period for the 2020 Unified Carrier Registration (UCR) program remains delayed until further notice.  The Federal Motor Carrier Safety Administration (FMCSA) confirmed this week that the process to establish a final rulemaking for 2020 is still underway within the agency.

The UCR Board of Directors (Board) recommends that states and law enforcement delay enforcement for three months starting from the effective date of the 2020 fees as required in the UCR Agreement.  The Board will review the current situation at its next meeting on January 28 and may take action to recommend a slightly longer enforcement delay depending on when the three-month grace period expires.  Once fees for the 2020 Registration Year are effective, we will, of course, post another message immediately.

CMCA has confirmed with the PUC that CY2020 UCR payments are currently on hold.  We will alert you when the system is ready to accept processing.

Do NOT Abbreviate 2020 on Legal Documents!

The new year is providing a new opportunity for scam artists to forge checks and other documents.  For example, if writing the date as 1/6/20, a scammer can easily change it to 1/6/2019 or some other year.  Protect yourself and do not abbreviate 2020!

Scholarship Applications Available


The CMCA Scholarship Committee met and has released applications for the 2020-2021 Ray Smith Scholarship Program.

Eligible recipients include High School graduating seniors to returning College and Technical School students.  Scholarships valued at up to $2,500 will be awarded in May.


Annually, the Ray Smith Scholarship program helps fund continuing education / training for worthy students furthering their academic or technical training.  The Scholarship Program is funded through generous donations from CMCA members, memorial gifts and other fundraising activities.  For more information on the program, visit our website.
