The Lieutenant Governor, Dr. Donna Lynne, will be joining us and providing us with an overview of her views as to where the state stands, some of the state’s current initiatives, and her thoughts as to the challenges facing our state and how they could be addressed.

ATA INVITES ALL FLEETS TO PARTICIPATE IN THE LATEST DRIVER COMPENSATION SURVEY:

ATA’s Economics Department has posted the latest driver compensation survey and invites all truckload, LTL, and private fleets to fill it out and receive all the benefits of participation. The first of its kind since 2014, this study is a comprehensive evaluation of the way fleets compensate their drivers, including details ranging from base salary packages and bonuses to benefits such as paid time off. The survey covers both employee drivers and independent contractors.

Participants will receive a comprehensive report of the results at approximately 70% off the full price for non-participating fleets, plus a free executive summary prior to public release. No individual carrier’s information will be shared, and a nondisclosure agreement is available.

DOT advances proposal for pilot program on adding split sleeper options to hours of service

The U.S. DOT announced Friday it’s moving forward with a plan to institute a pilot program to study the feasibility of altering hours of service regulations to allow truckers to split their off-duty sleeper berth time into segments, rather than having to take 10 straight hours off duty or use the limited 8-2 split. The agency also announced that 240 drivers will be selected to participate in the program. Read More...

COURT ISSUES STAY ON EPA PHASE 2 GREENHOUSE GAS, FUEL EFFICIENCY STANDARDS FOR TRAILERS:

On October 27, the U.S. U.S. Court of Appeals for the District of Columbia Circuit handed down an indefinite stay of the trailer portions of the U.S. Environmental Protection Agency’s Phase 2 greenhouse gas emissions rules for medium- and heavy-duty vehicles.

The rules had been slated to go into effect on January 1 and apply to virtually all new box, tank, flatbed, and chassis trailers. The Truck Trailer Manufacturers Association had sued EPA, arguing that the agency’s authority to regulate greenhouse gas emissions under the Clean Air Act only applied to new motor vehicles and new motor vehicle engines. The ruling only applies to the trailer portions of the Phase 2 rule, and no other portions; nor does it address the National Highway Traffic Safety Administration’s authority to implement Phase 2. EPA and NHTSA jointly finalized the Phase 2 Rule in October 2016.
