VRS Provided Access to the 173 MHz Band

On Aug. 10, 2015, the Federal Communications Commission (FCC) released a  Report and Order  amending Part 90 rules “to allow the licensing and operation of vehicular repeater systems (VRS) and other mobile repeaters on six remote control and telemetry channels in the VHF band” for use by Industrial/Business (I/B) and Public Safety entities. EWA and PDV Meet with FCC to Discuss Interference Protection Rights

On July 30, EWA and PDV representatives met with staff members of the FCC’s Wireless Telecommunications Bureau and the Office of Engineering and Technology for the purpose of further discussing the respective rights and obligations of licensees in adjacent allocations when considering a proposed transition of 900 MHz spectrum from narrowband to broadband use. During the meeting, certain technical details associated with the EWA/PDV Private Enterprise Broadband Proposal were discussed, including the potential use of improved filtering techniques to protect adjacent band operations. Also presented during the FCC meeting were issues concerned with the current proposal to provide priority access to Critical Infrastructure Industry entities.

LMCC Supports NPSTC Request on Airborne Devices

FCC Issues Public Notice on 800 MHz Interstitial Channels

As noted in the July 29 issue of the Enterprise Wireless Insider, on July 24, the FCC issued a Public Notice inviting comment on proposed interference contours for use when coordinating interstitial 12.5 kHz channels in the 800 MHz “Mid-Band” band between 809-817/854-862 MHz. Comments are due on Sept. 8. The FCC has yet to EWA’s request that the FCC convene an industry wide meeting to address speculative applications.
NC State Highway Patrol Seeks 800 MHz B/ILT Frequency

In a Public Notice released Aug. 10, the FCC has requested comment on an application filed by the North Caroline State Highway Patrol (NCSHP), which seeks to add three 800 MHz channels to its present license. The application requires not only a waiver associated with expansion of its service contour into Sprint geography, but a waiver to use B/ILT channel assignments. The FCC stated that it is particularly interested in hearing from any party who would be affected by NCSHP’s proposed use of a particular site. Comments are due on Sept. 9 and Reply Comments on Sept. 24.

FCC Adopts Rules for Unlicensed Services in the 600 MHz Band

According to an Aug. 6 press release, the FCC has adopted a Report and Order that amends Part 15 rules to permit unlicensed fixed and portable “white space devices” and unlicensed wireless microphones to use channels in the 600 MHz and television broadcast bands—while protecting television and licensed services from harmful interference.

The Order intends to maximize spectral efficiency and spur innovation. A bevy of unlicensed devices could use this spectrum—and more could be on the horizon.
Commissioner O’Rielly, in a statement, voiced concern that in a “real world” environment, the potential for harmful interference was a serious concern and requested a strengthening of interference mitigation measures for wireless licensees.
However, the upcoming incentive auction, scheduled to begin March 29, 2016, could limit the number of frequencies available for these devices to use.
