UFWDA eNews June 2016

Welcome to another edition of eNews. UFWDA has an issue that you may be able to influence... we need to get all organization membership lists in a format that allows us to directly upload to our database. That format is as Microsoft Excel. Anything else means a manual entry and that's a huge time waster for UFWDA people, with the potential for errors. Richard Hiltz as membership@ufwda.org would also be delighted if all the Excel layouts are the same and is happy to provide a sample layout.

Your input of topical material for each eNews is still vital, so please keep UFWDA and our readers informed by emailing to editor@ufwda.org

Greenlight the RPM Act: Congressional Legislation Will Overturn Threat to Racing Community

If you ask the average American what they love about auto racing, you’ll find a striking similarity in the responses—speed, teamwork and precision. Since the invention of the automobile, Americans have been converting their street vehicles into race cars. Powered by passion, most professional motorsports leagues were founded on this very concept. More than a century later, the very core of this tradition is under attack. Last year, the U.S. Environmental Protection Agency (EPA) issued a proposed regulation to make the act of converting a motor vehicle into a race car illegal if the emissions system is taken out of compliance from its stock configuration. Notice courtesy of BRC

The Bureau of Land Management's Uncompahgre Field Office has announced that the Uncompahgre Draft Resource Management Plan (RMP) / Draft Environmental Impact Statement (EIS) is available for your review and comment. A notice of availability announcing the release of the draft RMP and draft EIS was published in the Federal Register on June 3, 2016, initiating the 90-day public comment period.

The RMP, once approved, will guide the management of public lands administered by the Uncompahgre Field Office and it is important that the BLM receives your comments on the draft RMP.

During the 90-day public comment period on this Draft RMP, the Uncompahgre Field Office is hosting six public open houses to provide information and an opportunity to comment on the draft plan.

The public is encouraged to attend the public meetings to learn more about the draft RMP and how to comment effectively. At these open-house meetings, BLM managers and resource specialists will be available to answer questions. Eastern off-road enthusiasts find new home in 4x4 trail system

LOGAN — When land that contained the Hatfield-McCoy Trails’ Ivy Branch trail network in Lincoln County changed hands last year and the new owner opted not to continue use and liability agreements with the trail system, drivers of full-size off-road vehicles lost 55 miles of some of the most challenging terrain in the state in which to pursue their sport.

Though in use for only three years before it was forced to close, the Ivy Branch system had already developed a large and loyal fan base among those who like to drive their four-wheel drive vehicles like Jeeps and Hummers through mudholes, up embankments and over boulders. Instead of throwing in the towel, members of state off-roading clubs threw in with Hatfield-McCoy officials to identify, map and test drive 21 miles of new trails that were recently added to the H-M’s Bear Wallow trail network near Logan.

Cibola National Forest Plan Revision Moving Forward

A preliminary Draft Plan for the Cibola National Forest has been completed and will be released to the public on July 18th. It is important to note that this particular step of the process is not required by NEPA; the Cibola is investing extra effort to get additional public input to the revised plan.
Over forty cooperating units of local government are working with the Cibola planning team to co-convene and co-host the meetings, improve public engagement, and set the course for the future of the Cibola. The Cibola and these cooperating agencies have established four "landscape teams" around the four mountain ranges associated with the districts - Mt. Taylor, Magdalena, Mountainair, and Sandia. The revised Forest Plan will provide guidance and direction on the future sustainability of the resources, goods and services, and relevant management actions, based on the values defined in the plan. The plan will be used to share stewardship and direct site-specific priorities and projects in these locations in the future.
The public will have 45 days to review and comment. A series of collaborative public workshops have been scheduled to present the preliminary Draft Plan for review and discussion. The workshops are being designed with the help of local government partners to provide more opportunity for the public to engage in discussion and collaboration with each other and the Forest Service. The workshops will each be focused on the local "landscape" (i.e. the meetings in Corona and Mountainair will focus on the Mountainair District landscape, etc). Please mark your calendar to attend one or more of these workshops listed below:

NMOHVA is very pleased that the Cibola is expending extra effort to understand what the local communities want from their Forest and we are encouraging our members who use the Cibola National Forest to make the most of the Forest Service's offer.
The Cibola is also working to expand the current "landscape teams" to include other organizations in a broader collaborative effort. NMOHVA has been invited to participate in this blarger collaborative effort and has been working to represent motorized access and recreation interests.
