The Speech
The address to Congress by President Obama seems to have served to galvanize both the liberal left and the conservative right in the support of their relative positions, but still failed to define clearly how the plan would work without forcing existing changes in coverage or explain how it is to be paid. | Why Penalties on "Rich Plans" are Wrong
One of the ways Congress is considering to hold medical costs in check it to place a "penalty" on health plans with rich benefits. On surface this might merit consideration. In fact, it will be a vehicle that will place a hardship on groups with older demographics. The problem with the concept is that price is being used to determine the richness of the plan. The penalties will be applied when the premium exceeds an arbitrary bench mark set by Congress. With older ages, groups with moderate benefits can still be subject to the penalty for no reason except that they pay higher premiums because they are older.
