Fine weather has arrived and the 'event' season started with it at Manukau's Full Throttle. On the last weekend in October, a team from Counties 4WD used the fine weather to take equipment up the Maratoto trail to drill holes and blast a section of soft rock that has been preventing a digger from safely negotiating the trail in order to do some maintenance. It may still be several weeks before that work is completed. There is a phone number with a message indicating the status of the gate at Maratoto.. 027 5242132.
The Tongariro Taupo conservancy have agreed to assist with funding the mechanical cutter to trim most of the length of the 42nd Traverse and will contribute $1000. This project has been masterminded by the King Country 4WD Club. The estimated cost for the project is $4000, with the driver offering his time free on this occasion.
Submissions are due before 19 November on the Foreshore and Seabed repeal, and in this edition we have the latest on that. There are several articles on the topic on www.NZFWDA.org.nz We proved that 4x4 opinions could influence during the Walking Access debate, so let's try again by sending your comments to this Select Committee.

The first round of the 2010/11 National
trial season will be held on James McKenzie Way, S H 1, Okaihau in Northland
being run by BOI 4x4 Club.

Full Throttle at
Manukau
Labour Weekend was another busy one for the northern zone president Tony
Burgess and his helpers at the Telstra Arena in Manukau. A track was created and a variety
of 4x4's turned out over the Saturday and Sunday to entertain. It's always hard
to judge the spectator attendance at these motorsport extravaganzas, as people
are constantly moving from one 'noise' to the next. Thank you to all those who assisted.

77% oppose National’s plan to repeal foreshore & seabed law
29 October 2010
As a result of a Coastal Coalition Official Information Request, the
Attorney General has now released submissions on the Government’s
“Reviewing the Foreshore and Seabed Act 2004”. This is almost six month
after submissions closed on 30 April.
“The summary document
shows that on the most important issue, Question 1, ‘Should the 2004
Foreshore and Seabed Act be repealed?’, 77 percent of respondents were
opposed, 21 percent were in support and 2 percent did not know. Those
opposing repeal (956), outnumbered those favouring repeal (256) by
almost four (3.7) to one”, Coastal Coalition spokesman, Dr Hugh Barr
said.
“This is a massive public vote against the government’s
foreshore and seabed changes and it explains why the Attorney General
has kept this information suppressed for so long. But the bad news for the government doesn’t stop there.
In
response to the second key issue, Question 2, ‘Do you support the
overall approach proposed by the government?’ (a change that will usher
in the race-based carve-up of the coast), an overwhelming 91 percent of
submitters were opposed, only 7 percent in support, and 2 percent
undecided. This is thirteen to one in opposition.
“It is clear
from this overwhelming public rejection of the two key issues in the
Review, that there is no public mandate at all for the Government’s
proposed repeal of the 2004 Foreshore and Seabed Act.
“When the
public Consultation Document was launched, the Prime Minister said that
if there was not widespread support then the current law could remain in
place.
“The summary of submissions shows that there is clearly
no public support for the law change, so the prime Minister should
honour his commitment to the New Zealand public and withdraw the Bill”,
Dr Barr said.

Conservation Board appointments delay The Conservation Board appointments
have not yet made it to the APH Cabinet sub-committee; however that will meet again on 9 Nov. The appointments then need to be confirmed
by Cabinet the following Monday. All
going well, the earliest they will be gazetted is 25 November |

SPARC Application
for Recognition as a National Sports Organisation by NZ Four Wheel Drive Association.
On 18 April this year, NZFWDA
applied to Sport and Recreation NZ (SPARC) for recognition as
a National Sports Organisation. SPARC have advised us that
the application is still on hold pending the completion and
approval of their recognition review.
This review was originally
due to be completed in March this year.
The SPARC Policy team has
advised me that that current time-frame they are working to, is for
the matter to go to the Board in November. Therefore, depending on the
outcome from that, the earliest a decision will be made, will
be the end of November.
We look forward hearing from
them before Christmas.

4WD advert being shot in alpine bog?
This photo was taken a few days ago in the area of Otago's Nevis Valley by a pilot, who commented in an email...
"A photo of what I presume is a 4wd vehicle commercial being filmed. The vehicle is intentionally bogged in a once pristine alpine wetland. I imagine that the NZFWDA, like me, hates this sort of behaviour. Even worse is to see it "promoted" by the adverts we often see on TV. It makes us 4wd owners cringe.
"I am certain that the farm is actually leased by Pioneer Generation (www.pioneergen.co.nz) and the land is Pastoral Lease and managed by LINZ. My understanding is that a permit or licence is required to undertake any other
commercial activity (other than farming) on this land."
"I was thinking the best outcome would be to get the commercial "canned", I'd hate to see this on TV. It must not appear on TV overseas either (probably its destination audience, another great advert for NZ)"

Central
Zone PRO Report of activity for September and October 2010
WAC
mapping system - In September Grant Purdie (CCVC Land Access Officer)
and I were invited to Walking Access offices in Wellington for a
preview of the mapping system that we now mostly all have heard about
so I won’t go on too much about that. Basically it’s a mapping
system that shows unformed and formed legal roads in NZ the idea
being to give farmers an idea of where public could legally go, and
public an idea of where to go talk to farmers about how access might
be available. Walking Access put this meeting on just for Grant and
myself so it was fantastic. There was a follow up meeting last week
that I had to miss but was a review of how the introduction of the
mapping system is going. Grant did attend and he has arranged a
presentation by WAC at the next CCVC Club night so Club members can
get a better understanding of how it works.
This
service is available to 4WD Clubs and I can provide the contact.
This
week was another DOC forum meeting for Recreation Clubs and
environmental groups (NGO’s). Both Max and I were unable to attend,
however after checking the agenda I did put in apologies as there was
nothing of interest to us on the agenda. NGO meetings are largely
unproductive but on the other hand essential that we have a face of
two involved.
As
part of my efforts to be involved in outings with other Clubs I was
trip leader for a sleep-over in Whiteman’s Valley for Tararua Club.
I have to report that my super motor in my Club truck broke the
camshaft outside the lunch shop on the way to the event so it was a
quick trip back home and much help from Kane and Antony to get
Mitch’s old trials truck for me to use. A few Valley Club members
came to participate as well to add to the mix and catch up on mates.
Saturday we drove over the mountain to the valley play area. Tents
and camping equipment were put together and let the fun begin. By
about one, we were ready to drive so we did a round of tracks of
varying style. That night I went home but the campers enjoyed a
couple of beers and a few gusts of wind that took out the tent.
Morning was a drive up the mountain with Antony Hargreaves and Neil
Blackie being chief explorers.
Trial
Season - is upon us mid November so much rushing around by most
competitors that I have seen getting prepared. For us at Central Zone
it’s a bit of a trek up to Kerikeri for round one so preparation
needs to be done to avoid a long drive for not much fun.

Rodney District goes to
Environment Court
On Friday 29 Oct, the last working day before
Rodney District Council was dissolved, it filed through
its solicitors an application to the Environment Court
over Higham Road as follows ( there is more to this
document at 28 pages!)
Proposal to stop Higham Road, South Head
Rodney District - referral of objections pursuant to
Section 342 and Schedule 10 of the Local
Government Act 1974
1. We act for Rodney District Council (Council) in
relation to the above matter.
2. The Council has proposed to stop two portions of
unformed (paper) road known as Higham Road,
pursuant to section 342 and Schedule 10 of the Local
Government Act 1974 (LGA).
3. The Council received 161 objections to the proposed
stopping, and 30 submissions in support. The Council
wishes to lodge these objections with the Court pursuant
to clause 5 of Schedule 10 of the LGA.
4. Copies of the objections and submissions are enclosed
in three separate folders, tabulated and tiled in
alphabetical order. We would be happy to provide additional
copies of the objections and submissions if required.
Background
5. Under clauses 1 and 2 of Schedule 10 of the LGA
the Council prepared and notified a plan to stop parts of
Higham Road, being sections 1,2 and 3 on Survey Office
Plan 422172. A copy of the plans approved under clause
2 of Schedule 10 of the LGA and the public notice are
attached as Appendices A and B. As shown on the plans
it was intended to provide an B0 metre wide pedestrian
right of way easement in gross along the southern
boundary of Lot 3 DP 26061. This would allow the Council
to form an accessway within the easement area to a width
not greater than 4 metres
6. The Council established a Sub-Committee to hear
objections and make a recommendation to the Council,
The Sub-Committee recommended to the Council that it
resolved to progress with the road stopping and a
revised alternative road option. The revised alternative road
option still involves the same road stopping, but a 20
metre wide road corridor within the 80m wide easement
area is proposed (rather than the proposed accessway).
7. The Council accepted the recommendation of the Sub-
Committee and resolved:
(a) not to uphold the objections received to the proposed
closure of those parts of Higham Road, and the provision
of the alternative public walkway easement;

New 4WD Australia president
Please
allow me to introduce myself, my name is Eric Morey and
was just recently voted in as President of 4WD-Australia.
I
attended my first conference at Hobart
in 2007 as delegate representing
4WDA, and I found that quite daunting. As conferences
came and went it was good to see the participation from
delegates giving their support and the sharing of knowledge to
help with complex issues around the nation and how to deal with
them. Up until recently I had no thoughts of becoming President,
I feel honoured and privileged to be able to serve 4WD-Australia.
I
have been a participating member of 4Wheel Drive Association of
Western Australia
for a number of years now. I have been four
wheel driving throughout Western
Australia for around 20 something
years.
Rob
Kelly is an invaluable member of 4WD-Australia and hadbeen
president since 2002 and will be a hard act to follow.
Being
elected as President of 4WDA will certainly have its challenges
and that I can assist 4WDA to achieve it’s objectives and
implement it’s strategies with support from the delegates, and
hopefully I will be able to maintain the high standard that has been
set.
Some
of the challenges facing 4WDA are; VSI50 and Bullbars;
Ongoing National Park, track and environmental
issues.
I
am aware that NZ is following the VSI50 closely and let me know
of anything that I can help you with or be of value in some
way, so that we can resolve conflicting issues that may affect
us in general.

Drug Free Sport As most members are aware, in May this year NZFWDA
voted to join Drug Free Sport NZ (DFS). This was the first
step in the process of becoming a drug free sport. The
next part of this process is to provide education to our
members. We have seen the first step in this process when
an educator from DFS attended the recent Manukau Winch
Challenge and spoke with the as many members as possible
. A DFS educator will also attend Round 3 of the National
trial on 30th January 2011 with a view to providing education
to competitors at that trial.
Information in the form of a wallet guide and "Athlete
Information" brochure has been distributed to a range of
members as well. Any member who has not received this
information, and would like a copy should contact me or the
information can be down loaded from I have noticed that there are still some misconceptions
regarding what drugs are permitted and not permitted.
I have heard it said that Paracetamol, Panadol, Limsip,
Antibiotics, Nurofen, Voltaren, Asprin, sea legs and oral
contraception will be banned under the Drug free policy.
This is not correct. Taking these medications (and many
other common medicines) at the recommended dosage will
not be a problem. Details can be found on the Drug Free

Conservation Management Strategy
update
The Auckland Conservation Board secretary has advised
that the national office planners will be circulating
their
response to Conservation Board comments on the new
CMS Model soon. They
expect the revised CMS model
to be agreed by the Director
General shortly so they will
send both the response and the agreed CMS
model together,
as that will be most useful for board members.
At that
stage (likely to be early November) they will also
send some information sheets
about the new CMS model
and process which is being developed.

Jamboree- end of March 2011
Whangarei Four Wheel
Drive Club are in the process of organising an Association
Jamboree to be held at the end of March 2011 in conjunction
with the Hukerenui School.
