Project Connect's Racial Equity Anti-Displacement Tool is a collaboration between City staff and community members—referred to as Racial Equity Catalysts. The Tool was developed to help reduce potential negative impacts associated with Project Connect. The Tool uses community priorities and data to center racial equity in policy, planning, program, and funding decisions. Specifically, the Tool will help reduce known impacts of transit development by prioritizing investments in anti-displacement strategies to stabilize homeowners, renters, small businesses, and cultural anchors/organizations.

The Economic Development Department has been leading a robust community engagement process with a racial equity lens to re-imagine its funding programs in the Cultural Arts, Music and Entertainment, and Heritage Tourism Divisions. Staff presented the need for this Cultural Funding Review Process to the Equity Action Team when this work began in earnest in 2018, and staff are now returning with process updates, insights, and program recommendations for feedback.
