HUD Youth Homelessness Demonstration Program (YHDP) Funding Opportunity Announced
|

Greetings colleagues:
Today, the U.S. Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) for the fourth and fifth rounds (FY2019 and FY2020 funding) of Youth Homelessness Demonstration Program (YHDP) funding. YHDP communities are charged with developing and implementing a coordinated community plan (CCP) to prevent and end youth homelessness. A few key facts about YHDP and this NOFO:
- YHDP supports communities in leveraging the expertise and experience of youth and young adult leaders, technical assistance, guidance from federal agencies, and importantly, significant financial investment in developing their local coordinated community plans to prevent and end youth homelessness.
- YHDP applications must be submitted by a community’s Continuum of Care (CoC) Collaborative Applicant, but must be co-developed with a broad array of community partners, including a youth advisory/action board, a state or local child welfare agency, youth homelessness housing and service providers, local K12 and postsecondary education partners, workforce development organizations, mental and behavioral health partners, law enforcement, and more.
- YHDP includes an intentional and ongoing focus on issues of racial and LGBTQ+ equity, and authentic engagement with young people with lived experience of homelessness.
- YHDP requires communities to address the four core outcomes of stable housing, education and employment, permanent connections, and well-being included in the U.S. Interagency Council on Homelessness' (USICH) Federal Framework to End Youth Homelessness.
- HUD will award a total of $145 million to up to 50 communities, at least 8 of which must be rural, via this NOFO.
- Applications are due July 27, 2021.
Once HUD announces Round 4 and Round 5 YHDP awardees, NCHE will reach out to awarded communities to begin providing education-focused support.
