The National Center for Homeless Education (NCHE) operates the U.S. Department of Education's technical assistance and information center for the federal Education for Homeless Children and Youth (EHCY) Program. NCHE is based at The SERVE Center at The University of North Carolina at Greensboro (UNCG). NCHE hosts this Homeless Education Mailing List to share information and resources with educators, service providers, and other interested stakeholders about meeting the educational needs of children and youth experiencing homelessness. The ideas on this listserv do not necessarily reflect the views of NCHE, The SERVE Center, UNCG, or the U.S. Department of Education. ALL LOBBYING ACTIVITIES ARE STRICTLY FORBIDDEN.

Data Requirements and Requested Feedback

Every three years, ED assembles a data collection package that outlines all the data that will be requested from states, school districts, and schools. As a part of the process, ED makes that proposed package available for the public to review and provide comments on. It's time for the review once again, and ED is interested in hearing from you!

The proposed data collection package includes current and new data requirements, changes to existing collections, and deletions. The following documents contain information specific to homeless students for your review and to provide comments regarding:

Appendix A (Data Groups and Categories EDFacts 2019-20 to 2021-22) may be found at: https://www.regulations.gov/contentStreamer?documentId=ED-2018-ICCD-0117-0004&attachmentNumber=1&contentType=pdf. Appendix A contains information on all of the data groups and categories collected by education agencies and the type of changes that are proposed for each data group or category. You can search for the word "homeless" to quickly skip to the relevant homeless education data points.

Of particular note are pages 61, 63, 67-68, 146, 153-159, and 161-162. These pages all outline new data collections related to career and technical education (CTE) and homeless students.
Also of particular note is information regarding potential changes to File Spec C118, which proposes a new collection of racial or ethnic data for homeless students (See page 81).

Appendix D Directed Questions 2019-20 to 2021-22 may be found here: https://www.regulations.gov/contentStreamer?documentId=ED-2018-ICCD-0117-0002&attachmentNumber=3&contentType=msw12. While the public is welcome to submit comments regarding any part of the data package, Questions 14 and 17 ask for information on data that relates specifically to homeless students.

Comments in response to the Federal Register notice regarding the data collection package must be submitted electronically through www.regulations.gov. The public comment period closes on January 7, 2019. We encourage you to review and discuss the proposed collections with your district and state data staff to draft any comments you may wish to submit.
