NCHE is based at The SERVE Center at The University of North Carolina at Greensboro (UNCG). NCHE hosts this Homeless Education Mailing List to share information and resources with educators, service providers, and other interested stakeholders about meeting the educational needs of children and youth experiencing homelessness. Dear colleagues:

 

Last month, the U.S. Department of Education published a resource entitled Frequently Asked Questions: Elementary and Secondary School Emergency Relief [ESSER] Programs and Governor’s Emergency Education Relief [GEER] Program. The following questions specifically address how ESSER and GEER funds, appropriated under federal COVID-19 stimulus bills, may be used to support educational access and success for children and youth experiencing homelessness:
  • A-3. How may an LEA use ESSER funds?
  • A-4. Does ARP ESSER include any new provisions for LEAs that ESSER I and ESSER II do not?
  • A-9. May an SEA reserve any ARP ESSER funds for the SEA’s use?
  • A-11. Must an SEA engage in meaingful consultation before determining how to use the ARP ESSER funds it reserves?
  • C-1. What should each State and LEA consider in order to ensure that ESSER and GEER funds are equitably allocated among schools?
  • C-2. How may an LEA use ESSER and GEER funds to support students who have lost instructional time due to the COVID-19 pandemic?
  • C-3. How may an LEA use ESSER and GEER funds to support students’ social, emotional, mental health, and academic needs, including by hiring support personnel such as nurses, counselors, and social workers?
  • C-5. How may an LEA use ESSER and GEER funds to support the needs of children with disabilities under the IDEA?
  • C-7. How may ESSER and GEER funds be used to support students experiencing homelessness?
  • C-12. How may an SEA or LEA use ESSER and GEER funds to improve its data systems and its transparency when reporting to the public?
  • C-19. May an LEA use ESSER and GEER funds to support distance learning, including the purchase of educational technology for student use?
As a reminder, $800,000,000 of the ESSER funding appropriated under the American Rescue Plan Act (ARP) was earmarked specifically to support students experiencing homelessness (ARP-HCY funds). The broader ESSER and GEER funds should be used in strategic coordination with ARP-HCY funding to address the needs of these students.
