The National Center for Homeless Education (NCHE) operates the U.S. Department of Education's technical assistance and information center for the federal Education for Homeless Children and Youth (EHCY) Program. NCHE is based at The SERVE Center at The University of North Carolina at Greensboro (UNCG). NCHE hosts this Homeless Education Mailing List to share information and resources with educators, service providers, and other interested stakeholders about meeting the educational needs of children and youth experiencing homelessness. Public Feedback Sought to Strengthen the Federal Strategic Plan to Prevent and End Homelessness

Dear colleagues:

The U.S. Interagency Council on Homelessness (USICH) is providing the public with an opportunity to provide feedback on its Opening Doors: Federal Strategic Plan to Prevent and End Homelessness as part of a process of revising, strengthening, and updating the plan.

Key facts:
  • USICH is a federal agency that helps bring together leaders from its 19 federal member agencies (including the U.S. Departments of Education, Health and Human Services, and Housing and Urban Development) to work together on the federal response to homelessness.
  • The purpose of the Opening Doors plan is to advance a set of strategies that call upon the Federal government to work in partnership with state and local governments, as well as the private and not-for-profit sectors, to employ cost-effective, comprehensive solutions to end homelessness.
  • The original Opening Doors plan was presented to Congress on in 2010; the plan was updated and amended in 2012 and again in 2015 to reflect lessons learned. USICH is in the process of updating the plan once again.
  • The Opening Doorsplan underscores the importance of education in preventing and ending homelessness throughout the plan, including in its objectives on increasing economic security:
    • Objective 5: Improve access to education and increase meaningful and sustainable employment for people experiencing or most at risk of homelessness
    • Objective 6: Improve access to mainstream programs and services to reduce people’s financial vulnerability to homelessness
  • Stakeholders are invited to provide feedback on the plan by November 15, 2017.
