SKYとは
SKYとは名古屋大学の研究チームによる産業人材の技能評価プロジェクトです。アフリカやアジアの開発途上国の経済成長の根源となる人材育成に貢献することを目指しています。企業が求める技能スキルと養成機関で行われる技能訓練との間にあるスキルミスマッチを軽減するための技能評価を開発しています。

SKY is an interdisciplinary team of scholars in Nagoya University to apply academic knowledge for industrial skills development in Africa and Asia. We are aiming to develop an efficient assessment module for industrial skills to fill the gap between the existing training programs and skills demanded by the industries.

活動報告  クリスチャン・オチア
2月10日から26日にかけて、２ヶ月後にアディスアベバの中小アパレル企業労働者を対象にする次回のスキルアセスメント実施に向けたアレンジメント、SKYプロジェクトがエチオピアにおいて行なっている研究成果を発表するワークショップの準備のため、エチオピアのアディスアベバへ赴きました。
現在、政府の新しいビジョンは労働の質の向上に焦点が当てられており、技能労働者の数を増やすことだけでなく、労働の生産性と賃金レベルを向上させることが大きな目標に掲げられています。我々は、エチオピア政府の上記目標達成に貢献するために、さらに研究を進めていきたいと考えています。

Activity Report Christian Otchia
I visited Addis Ababa, Ethiopia between February 10 and 26th to complete two objectives. First, arrange the next skill assessment of workers in SME garment firms operating in Addis Ababa. Second, to make logistical arrangements for the upcoming SKY validation workshop.
The new vision of the Government focuses on labor quality as a means of improving labor productivity and wage growth in accordance with the needs of the current workforce and the industry as an alternative to simply hiring new skilled workers. SKY project will continue to support the Government vision through research.

本論文は、最初にPIAACの概要を説明し、そのあとにPIAACが、学校から仕事へ移行の円滑化、生涯教育のための情報提供、若年層の非雇用率の削減など、様々な可能性があることを示唆しています。 |

PIAAC is an adult population assessment of literacy, numeracy and problem solving skills in technology-rich environments. Collected information is used to help countries further develop and improve these skills.
This paper firstly explains the details of PIAAC and secondly suggests various possibilities for PIAAC such as improving school-to-work transitions, providing information for life-long learning and reducing youth unemployment.

本論文は、PIAACを用いてスキルミスマッチの新たな測定方法を提示し、実際に測定しています。この測定は労働者が持っているスキルと実際にそのスキルを使用しているかを比較したものです。
本調査では成人の読解能力と数的思考能力において非対称性を発見しました。収入との相関は読解能力よりも数的思考能力のほうが重要であることを指摘しています。一方で、とりわけ読解能力のミスマッチが仕事への満足度を下げる要因となることも指摘しています。 |

This paper outlines the development and testing of a new measure of skill mismatches by using PIAAC data. The measurement is based on the level of skill use relative to the level of skill a worker possesses.
The researchers find an asymmetry in returns between literacy and numeracy skills. In the case of earnings, it appears that numeracy skill level is more important for labour market outcomes than literacy level. On the other hand, underutilization of a skill is generally found to lower job satisfaction especially when there is a literacy skill mismatch.

PIAACやPISAなどの国際テストはデータとして明確な根拠を提示することで、各国の政策策定に役立っています。
PIAACは世界の成人のスキル向上への多様な可能性がある反面、その評価はすべてを一つのサイズに合わせるアイデアを基礎としており、各国特有の社会文化的な背景を考慮しづらくさせる面もあります。その点から、この評価基準を途上国にも当てはめてて実施するには議論の余地があります。 |

International surveys such as PIAAC and PISA seem to be useful in creating policy frameworks by providing solid empirical evidence.
It is clear that there are various possibilities for using PIAAC to improve adult skills across the globe, but at the same time, the assessment is based on an idea of "one size fits all" that might not be sensitive to distinctive social and cultural contexts. In that sense, there is still room for discussion regarding the implementation of the assessment in developing countries. |
