SKYとは
SKYとは名古屋大学の研究チームによる産業人材の技能評価プロジェクトです。アフリカやアジアの開発途上国の経済成長の根源となる人材育成に貢献することを目指しています。企業が求める技能スキルと養成機関で行われる技能訓練との間にあるスキルミスマッチを軽減するための技能評価を開発しています。

SKY is an interdisciplinary team of scholars in Nagoya University to apply academic knowledge for industrial skills development in Africa and Asia. We are aiming to develop an efficient assessment module for industrial skills to fill the gap between the existing training programs and skills demanded by the industries.

TICAD7記念シンポジウム「アフリカ開発の展望と産業人材育成」を開催しました
|
|
シンポジウムの個別発表では、外務省の紀谷昌彦氏より「アフリカ開発における日本の役割－TICAD7に向けて」、京都大学の高橋基樹教授より「アフリカの構造転換の条件」、本プロジェクトの山田肖子教授より「アフリカの産業人材の技能評価と政策分析－研究による国際協力」の題目で発表が行われました。
その後のパネルディスカッションでは名古屋大学アジア共創教育研究機構の佐々木重洋教授がモデレーターとして加わり、「アフリカ開発の展望と産業人材育成」のテーマで意見を交わしました。

On March 26, 2019, we held a symposium entitled "Prospects on African Development and Industrial Human Resource Development."
To begin, Mr. Masahiko Kiya from the Ministry of Foreign Affairs made a presentation titled "Japan’s Role for Africa’s Development – Towards TICAD7.” Next, Professor Motoki Takahashi of Kyoto University made a presentation titled "Conditions of Structural Transformation in Africa.” Lastly, Professor Shoko Yamada, the SKY project leader, made a presentation titled “Educational Development and Industrial Human Resources Development in Africa - International Cooperation through Research.” In a subsequent panel discussion, Professor Shigehiro Sasaki of the Nagoya University Applied Social System Institute of Asia acted as a moderator, and the abovementioned presenters exchanged views on the theme of "Prospects on African Development and Industrial Human Resource Development." |

本論文は統計データを照らしてインフォーマルセクターの概念を再検討しており、インフォーマルセクターを新たに2種類に分割できることを示しています。
1.「下位層」：正式な仕事に就かなかったために日常生活を何とかやりくりする人々
2.「上位層」：非公式形式を自発的に選択する人々
インフォーマルセクターは、規制と徴税を回避する経済主体とみなすのではなく、むしろフォーマルな仕事では提供されない自律性を提供する1つの選択肢として本論文では捉えています。 |

This paper revisits this conception of the informal sector in light of statistical evidence. The uniqueness of this study is the indication that the informal sector can be divided into two.
1. "Lower tier": People who manage their daily lives in informal work because they did not get formal work
2. "Upper tier": people who choose the informal form voluntarily
In this paper, the informal sector is not regarded as an economic entity that avoids regulation and tax collection, but rather one option that actually offers a certain autonomy which the formal job does not.

本論文は、インフォーマルセクターにおける企業の規模が拡大するほど生産性が向上するのかを統計データを用いて検証したものです。
アフリカ７ヵ国のサンプルより、拡大すると管理コストの負担がかかる為、小さな規模の方が大きい規模よりも労働生産性が高いことが明らかになりました。
本研究は、インフォーマルセクターが労働市場において不利な状況にいると一概に言えないことを示唆しており、この結果から、自主的に小規模のインフォーマルセクターに従事する人がいる可能性を示しています。 |

This paper examines whether productivity increases as the size of the informal firm expands by using statistical data.
For a sample of informal firms in seven African countries, it finds that the relatively smaller firms in the informal sector have higher labor productivity than the larger informal firms since management costs are higher for large informal firms than small ones.
The study supports the argumant that the informal sector can not be regarded as a disadvanyage residual in the segmented labor markets.This result indicates that there may be members who voluntally small informal firms. |
