1. ALMPの現実

　世界銀行とパートナーの国々はALMPの政策として職業訓練、助成金制度、サーチ＆マッチング支援を行ってきました。研究の結果、こうした政策は期待するほどの効果が得られていないことが分かりました。
　下記のレポートはトルコでの実践例です。トルコでの失業者への職業訓練プログラムでは、調査の結果、民間セクターによる職業訓練には一定の成果が見られた一方、長期的な運営の下では、職業訓練への投資が利益を上回っていたことが分かりました。

1. Reality of ALMP
 The World Bank and its partner countries have offered Vocational Training, Wage Subsidies, and Search and Matching Assistance as ALMP. The studies revealed that they are less effective than expected.
 The report below is one of the example of the vocational training programs in Turkey. The result revealed that vocational training has limited impact. Still, the positive impacts are seen when training is offered by private providers. However, longer-term administrative data shows that the cost of providing these programs exceed their benefits.

2. 次世代型労働市場政策

世界銀行とパートナーの国々は試験的な次世代型労働市場政策から、今後への可能性を持つ初期成果が得られたとしています。この政策は、労働法規の方向性決定における企業支援、拡大が予想される新セクターへの労働者移行に焦点を当てた支援、労働者の職探し支援を含んだものです。下記のレポートは、ニュージーランドでのバヌアツ出身季節労働者プログラムにおける実践例です。

2. A new generation of labor market policies 

The World Bank and partner countries are experimenting with a new generation of labor market policies that have shown promising initial results. These include efforts to aid firms in navigating labor laws, targeted assistance to help workers transition to growing sectors, and efforts to facilitate workers moving to where the jobs are. The report below is one of the example focusing on a program for seasonal workers from Vanuatu in New Zealand.
