Tips for Navigating
a Diminished Department

With just half its former workforce and only a few regional offices left, the Department of Education’s (Department) administrative capability may be significantly reduced. Paradoxically, the layoffs and closures coincide with a spike in enforcement efforts—particularly those concerned with recent policy changes, executive orders, and reinterpretations of federal statutes

 

For example, less than a day after the Department laid off the technology team responsible for its support, the FAFSA application went down. As they were still technically employed, the former team was able to restore functionality. However, the instance suggests the transition ahead may not be smooth. 

 

The Department’s G5 portal features a notice on its login page advising users to expect customer support delays. These delays may be short term as adjustments to the new staffing levels are made or may be a prelude to offering reduced services. Although some experts expressed skepticism, the Department has indicated that despite the layoffs and delays, the FAFSA and services key to funding for HBCUs would not be disrupted. 

 

Note that unless a waiver or extension is announced, deadlines remain in place. Institutions experiencing any problems connecting to Department portals or contacting support should take precautions to avoid compliance issues. The following suggestions are offered for consideration.

Experts suggest adopting a policy of documenting all—both successful and unsuccessful—attempts to submit data, file reports, and contact support. Maintaining copies of the latest Eligibility & Certification Approval Report (ECAR) and Program Participation Agreement (PPA) is also recommended.

Most operating systems have built-in screenshot capabilities that can be used to capture login attempts. Emails can be archived, printed, saved as a PDF, or also captured as a  screenshot. While there are applications that can provide call logs with dates, times, and recording, you should consult your IT and legal staff in that regard.

Experts advise to work closely with your legal team, auditor, accreditor, donors, and trustees to develop strategies to mitigate financial and operational disruptions. Also, keep abreast of the news coming out of the Department and the federal government.
