早いもので、2020年も残すところあと僅かとなりました。東京カレッジは2019年に設立し、2020年本格的に研究活動を展開するところ、グローバル規模のパンデミックに直面しました。渡航制限のため本来訪問予定の海外研究者はカレッジを訪問することができませんでしたが、カレッジでは、オンラインにおける新しい交流スタイルを模索しながら、研究活動を進めています。コロナ禍の早期収束を願いつつ、来年も最先端の研究成果を多様な形式を通して皆様にお届けできるよう努めていきます。2021年もどうぞよろしくお願い致します。

このコーナーでは東京カレッジの新任メンバーを紹介します。今回は今年7月~来年3月まで滞在予定の山田 真樹夫さん(訪問研究員)にお話を伺いました。
東京カレッジへようこそ!ここに来る前は何をしていましたか?
ありがとうございます。この冬に東京に来る前は、サウジアラビアの首都リヤドにいました。現地のシンクタンク、ファイサル国王研究所に勤務しています。これまで十年間、サウジアラビアの国際関係と政治経済、及び石油依存経済の政治経済に関するレンティア理論について研究してきました。
 
現在の研究について教えてくれますか?
東京カレッジでは明治期の日本の経済発展について論文を書いています。この論文の目的は明治日本の経済発展を、西欧諸国や現在の発展途上国など、世界における様々な経済発展の経験と比較しながら分析することです。特に制度(institutions)の質の向上の原理を研究しています。

東京カレッジにおける具体的な計画を教えて下さい。この機会をどのように活かしたいと思いますか?
本郷を去るまでにこの論文を書き上げ、学術雑誌に投稿したいと思っています。素晴らしい同僚たちとのオンラインでの研究会や議論を通して、東京カレッジから多くを得ることを確信しております。また、東京大学は私の母校でもあるので、何らかの学術的な貢献ができたら嬉しく思います。

この本では、二か国語を併用した思考発達の過程において社会や教育の果たす様々な役割を紹介しています。学校における外国語教育や考え方の違い、言語環境や二か国語併用への取り組みなど、社会的要素が言語教育にどのような影響を及ぼすのか、それぞれの著者が各自の研究分野で分析しています。
 
第4章(The New Wild: Thinking Linguistic Globalization through the Ecology of Species)では、外来語の使用とそれに関する議論について考察しています。生態学的表現を使った比喩を通して、外来語が「言語の生態系」の中で在来種を脅かす外来種として恐れられるのか、または現存の生態系をさらに豊かで強固なものに刷新するための栄養素として受け入れられるのか、二つの異なる視点を解説しました。

東京カレッジMichael FACIUS特任助教が東京大学卓越研究員に選ばれました。東京大学卓越研究員は、「若手研究者自立支援制度」を通して選ばれ、卓越した若手研究者として自立して研究に取り組む環境を整えるためのスタートアップを支援することを目的とします。学内の研究科及び研究所等の推薦を経て、研究業績等に基づく審査した上で選出します。令和2年度には、24名の研究者が選ばれました。

In this section, we continue our interview series with our new members. This time we spoke with Dr. YAMADA Makio, visiting scholar at Tokyo College until March 2021.
Welcome to Tokyo College! What have you been up to before coming here?
Thank you. Before traveling to Tokyo this winter, I was in Riyadh, Saudi Arabia, where I am working at a local think-tank, the King Faisal Center for Research and Islamic Studies. Over the past ten years, I have worked on research about Saudi Arabia, its international relations and political economy, and the rentier theory in relation to the political economy of oil-dependent economies.

Would you tell us about your current research?
Here at Tokyo College, I am writing a paper on development in Meiji Japan. The objective of this paper is to analyze the economic development in Meiji Japan through a comparison with different global development experiences, ranging from that of Western European countries to that of contemporary developing countries. In particular, I focus on the mechanisms through which the quality of institutions improves.

What are your concrete plans for your time at the College? How do you expect to profit from your stay?
I wish to write up this paper and submit it to one of the journals before leaving Hongo. I am certain that I will profit enormously from the College, especially through its online study meetings and discussions with excellent colleagues. The University of Tokyo is my alma mater, so I would be very glad if I could make some kind of academic contribution to the school.

Revisiting Rentierism: The Changing Political Economy of Resource-Dependent States in the Gulf and Arabian Peninsula

This special issue revisits the ideas of rentierism, or rentier state theory (RST), advanced in Hazem Beblawi and Giacomo Luciani’s edited volume The Rentier State (1987), with particular focus on countries in the Gulf and Arabian Peninsula. RST, a theory that posits negative effects of external income and its distribution on political liberalism and economic development, has been serving as the dominant intellectual frame of reference for studies of resource-dependent countries in the Gulf and wider Middle East and North Africa region over the past three decades, both for scholars elaborating on it and for those critical of it.

This book shows how formal, non-formal, and informal education play important roles in the shaping of bilingual minds. The contributions gathered here examine how societies influence language education, taking into account different perspectives, as well as foreign language education in schools, native bilingualism, and societal stances towards bilingualism.
 
In Chapter Four, "The New Wild: Thinking Linguistic Globalization through the Ecology of Species", Naoko HOSOKAWA refers to the use of loanwords and the controversy this issue generates. The author uses the metaphor of biology applied to language in order to explain how loans can be perceived either as a threat of alien languages invading native language “ecosystems”, or as an opportunity of renewal from the old systems into newer stronger ones.

Project Assistant Professor Michael FACIUS was selected as a Tokyo University Excellent Young Researcher. This program, also known as "Start-up Support Program for Young Researchers," supports excellent early career researchers in building a research environment for independent research. Researchers, who are nominated by the university’s departments and research institutes based on research competence are subject to a strict selection process. This year, 24 researchers from all fields of study were selected as Excellent Young Researchers.
