この討論を企画するきっかけとは？
教科書の第二版が出版された後、日本経済（およびその他の経済）に、パンデミックによる大きな危機がやってきました。日本でこの教科書を授業に使ってくれる方々に、日本経済の最新動向も知って頂きたいと思い、このような企画を思いつきました。
教科書『日本の経済』第二版の刊行、おめでとうございます。第一版以来一番目立った変化とは？
教科書の第一版が約30年前に出版されて以来、あらゆる事が変化しました。初版が刊行された1990年代初頭、日本経済の高度成長とそれを支えた日本型の経済システムは世界から賞賛されていました。しかし、まもなく日本経済は20年以上も続く停滞に突入してしまいました。ただし、それで日本経済が世界にとってまったく無関係になったわけではありません。日本が過去30年間に経験した高齢化、金融危機、投資の停滞、ゼロ（時にはマイナス）金利、持続不可能な財政などの問題は、他の先進国も経験するようになっており、経済政策担当者のあいだでは、むしろ日本経済への関心は高まっています。
日本経済の現状を考える際、注目すべき点は？
パンデミックによって引き起こされた経済問題です。日本におけるCOVID-19の健康への影響は多くの西洋諸国ほどは大きくはありませんが、経済はかつてない不況に見舞われています。どのように経済を復興させるかが、現在最重要課題です。COVID-19はマクロ経済ショックであるだけでなく、再配分ショックでもあることを認識することが重要です。一部の産業が長期にわたって停滞する一方で、他のいくつかの産業は急速に成長するでしょう。このような大規模な経済構造の再編が混乱なく起こるように注意する必要があります。 |

What was the occasion to organize this discussion series?
We have finished the second edition of the textbook last year, but the Japanese economy (and other economies) has experienced a huge shock coming from the COVID-19 pandemic. We came up with the idea of discussing current developments of the Japanese economy to help the instructors using our textbook to catch up with the most recent events.
Congratulations on the 2nd edition of the textbook! What has changed since the first edition?
The first edition was published almost 30 years ago, and all sorts of things changed since then. In the early 1990s, when the first edition was published, the Japanese economy was still awed by observers all over the world for its rapid economic growth and seemingly unique and effective economic policies and business practices. Soon after the publication of the first edition, the Japanese economy went into a stagnation, which lasted more than two decades. The change, however, does not make Japan irrelevant for the world. On the contrary, many problems that Japan encountered in the last 30 years, including aging, financial instability, apparent lack of investment opportunities and extremely low interest rate, and seemingly unsustainable fiscal burdens, emerged also in other advanced economies.
What situation is the Japanese economy in right now?
The biggest issue right now all over the world is the economic problems caused by the COVID-19 crisis. Although the health impact of the COVID-19 in Japan has not been as large as many Western countries, its economy has suffered a recession with unprecedented scale. How to revive the economy is the most important issue for Japan and many other countries now. It is also important to realize that the COVID-19 is not only a macroeconomic shock but also a reallocation shock. Some industries will be distressed for a long time while some other industries will experience rapidly increasing demand. We need to watch how such a massive economic restructuring can take place without too much disruption. |

This textbook offers a comprehensive, rigorous but accessible account of all the major aspects of the Japanese economy, grounding its approach in mainstream economics. The second edition has been extensively revised and substantially updated, with new material that covers Japan's period of economic stagnation between 1991 and 2010. The first edition, published in 1992, focused on Japan as a success story of catch-up economic development; this edition reflects the lessons learned from Japan's Lost Two Decades.
After presenting the historical background, the book begins with macroeconomics, studying growth and business cycles. It then covers essential policy issues, with new material that takes into account the Japanese banking crisis of 1997–1998 and the global financial crisis of 2008–2009, discussing financial regulation, monetary policy, and fiscal policy. It goes on to examine saving, demography, and social security in light of Japan's ongoing demographic transition; industrial organization; labor markets; international trade and international finance; and the Japan–U.S. relationship. A new chapter offers a detailed analysis of the Lost Two Decades, synthesizing and applying concepts discussed in previous chapters and offering insights into such issues as successful catch-up growth, demographic shifts, and credit booms and busts. |
